While it was in Captain America: Civil War they introduced CIA agent Everett K. Ross, it’s Black Panther that lets us get to know him. In the film, we learn a little bit of his background in the US Airforce and how he operates in the world. Turns out he’s not the no-nonsense guy in Civil War after all. He’s in fact, a pretty laid back dude who’s easy to get along with. Martin Freeman spoke to Den of Geek to hint at upcoming appearances in the MCU, saying:

They introduced me in Civil War and said there would be a couple of other films, one of which was Black Panther. So that was always on the cards.

Everett K. Ross’ background in the US Airforce has led fans to think that an appearance in Captain Marvel may be on the cards. And given its 90’s setting, I’d say there’s a good chance of Martin Freeman showing up alongside Nick Fury and say, Coulson. It’s also possible that one of these appearances include Avengers: Infinity War and Avengers 4. With such a massive scale of a story, it makes sense for peripheral characters like Ross show up when shit hits the fan.
